What is the minimum tire size Carrera Gryphon can handle safely?

I understand this is a 700C wheel size hybrid bike.. and thats all I was able to afford. :)
I want to drive faster with less rolling resistance.. I am looking to convert the stock 28C tyres to 23C tyres.. even if possible 18C and be careful to ride only on tarmac..

Well, I am really confused on how to go about purchasing it online.. as I am looking to change it on my own...

Will the stock rim supplied be able to handle 18C or 23C? or even possible lower? :)

I am urban commuter and some times ride on cement-gravel surface, light bumpy roads, hybrid cycle lanes sharing with footpath in London cycle network, lot of underground footpaths to cross highways, and industrial unnamed shortcuts that heavy duty trucks use all the time...

Well, thats my riding habit.. Could you also possible suggest am is it good idea to go low on the size?
